Chain Joints of Environmental Protection and Economic Development in China

环境问题严重影响到可持续发展。在研究解决经济发展与环境保护矛盾、寻找其中的连锁点时,发现不恰当的环境观,不完善的环评体系,不公平的利益分配方式,不明确的责、权、利关系,阻碍了环境法规的实施和环境保护政策落实。就当前的国情、国力和所拥有的技术,恰当地处理上述关系,是可以缓解发展与保护的矛盾,落实我国的可持续发展战略的。

The environmental issue has seriously affected the sustainable development. While settling the contradictions between economic development and environmental protection and finding the chain joints among them, we have discovered some improper views on the environment and some inappropriate evaluation systems about the environment protection. Those unfair distribution ways of interests and unclear relation of duties, rights and profits have prevented the environmental laws and policies from being factually implemented. As far as the current national status quo, economic power and technology are concerned, the above relations can be properly settled, the contradictions between development and protection can be remitted. Thus the national strategy of sustainable development will be surely carried out.
