本文借助哈贝马斯批判诠释理论,描述和分析了在下岗失业救助过程中出现的“政策失灵”现象及利益相关人针对下岗失业者择业观的争论,反思隐藏在这些矛盾现象背后的主流价值观和工具理性误区对社会救助政策研究、实施及评估过程的影响,并在此基础上,讨论了“沟通理性”对重新理解下岗失业救助政策研究和政策实施方式的启示。

Under the help of Habermas critical explanation theory, this arti cle depicts and analyzes the phenomenon of “ policy failure” during the help for the unemployment as well as the debates on job choice view of jobless by the stakeholders, reflects on the mainstream value behind these contradictory pheno mena as well as the influence by tool rationality trap on the research, implemen tation and appraisal process of social salvation policy. Based on this, the arti cle discusses the apocalypse by “ communication rationality” for a new unders tanding to the research and implementation method of jobless salvation policy.
