扶贫发展工作中农民、政府和专家的参与模式——以爱德基金会农村发展工作为例

Mode of Farmer, Government and Expert's Participation in Anti-poverty and Development Work A Case Study of Rural Development Program of Amity

本文通过对扶贫发展工作可持续性的反思,认为在农村社区的发展工作中,农民、政府和专家的参与和投入缺一不可,农村发展工作需要三者的全过程参与。特别强调农民是农村发展的主体,是农村发展的原动力,农民需要参与到社区发展的决策管理过程中去。政府和专家必要的政策、法律和技术支持是农村发展的重要保障。建立起农民、政府和专家三者之间和谐的互动关系有助于农村社会全面的可持续发展。

Through reflection on the sustainability of poverty fighting and development work, this article holds that in rural community development work the participation and contribution of farmer, government or expert is indispensable and rural development work requires whole-process participation of the three. It lays particular emphasis on that farmers are the agent and engine of rural development who must take part in the decision-making process of community development. Necessary policy, legal and technical backup from government and expert is vital guaranty of rural development. To establish harmonious interactive links among farmer, government and expert will be of benefit to sustainable development of whole rural society.
