破格提拔优秀年轻干部 ,是保证党和人民的事业兴旺发达 ,后继有人的战略任务 ,意义重大而深远。新形势下 ,提拔年轻干部必须解放思想 ,更新观念 ,冲破干部选拔任用中的一些条条框框的束缚 ,完善制度、健全机制 ,以真正把优秀的年轻干部破格提拔使用起来。
