摘要
就目前国内整体情况而言,地方勘察设计院改制工作已经大面积铺开并取得成效,但从原国家部委分离出来的国有大中型勘察设计院的改制工作却进展缓慢。随着859号文的实施,国有大中型勘察设计院改革迎来了改革的春天,这是一次极为难得的历史机遇,如何抓住机遇,深化改革正是本文探讨的重点。
