A Survey of the Status Quo of Overall Contract System Application in Wenzhou Private Enterprises

温州作为私营经济率先和集中发展的地区,集体合同制度的推行工作在观念普及、制度落实以及经验积累等方面都取得了一定成效,但从整体来看还存在很大问题,最主要的是行为层面上的流于形式和意识层面上的需求淡漠。这并不意味着目前私营经济的发展尚不适宜集体合同制度的推行,而是由于工会、政府等上层建筑因素中的滞后和不足,阻碍了这一制度在我国市场经济社会的生存和发展。

Although Wenzhou is an area where private enterprises are active and dominant, the results of a recent survey show that the status quo of overall contract system application far from encouraging. The kernel lies in the fact that formalism and indifference are very popular among the private enterprise owners. Hence, the local government's function should be strengthened the labor union system should be reformed accordingly.
