目的探讨完善国境口岸公共卫生快速反应体系的原则,对目前面临的问题提出建议。方法通过回顾SARS的疾病控制经验,提出完善国境口岸公共卫生快速反应体系的原则:平战结合,坚持专业化、制度化和科学化,加强与地方公共卫生快速反应体系的横向联系;并应重点建设以下方面:完善监测网络、提高现场评估与快速检测技术、建立自动化信息管理体系、加强专业队伍建设。结果应用研究方法可为口岸公卫生快速反应体系建设提供借鉴。结论快速应对突发公共卫生事件,完善口岸公共卫生快速反应体系。

Objective To discuss the principle on improvement of public health response framework at frontier port, put forward proposals on what need to be improved . Methods With prevention and control of SARS being reviewed, principle on improvement of response framework is generalized as to prepare on usual and emergency conditions, to organize framework regularly and scientifically, to connect with local public health response framework closely. Also, attention should be focused on improveing surveillance network, enhancing skill of evaluation and rapid detection on spot, establishing automatic communication system and developing specialist group. Results Appling study methods, offer the help for establising public health response frame work at frontier port. Conclusion To well respond to public health accident, public health response framework at frontier port should be improved.
