摘要
本文依据人力资源开发与管理论,研究分析大庆地区与石油有关的高校人力资源配置问题。以环境战略关系理论为基础,探讨人力资源管理政策与实践如何与大庆地区石油高校的运行环境、管理战略相适应;以系统理论为基础,努力描述人力资源管理所涉及的全部要素和关系,从而提供一个人力资源管理的概念性框架;以组织行为和激励理论为基础,对多样性的人力资源管理政策与实践进行组合,最终形成适合该区域高等教育特征的人力资源配置模式。
On the basis of the theory of development and administration of human power resources, this paper makes a study on and analyzes the issue of the configuration of human power resources in the higher petroleum institutions in Daqing. From the perspective of environmental strategy, the research focuses on the adaptation of administrative policies and practice to the environment and administration strategy of higher petroleum institutions in Daqing. From the standpoint of system theory, efforts are made to describe all the elements and relationships related to the administration of human power resources so as to provide a concept framework for the management of human power resources. Based on activities of organizations and encouraging theories, combination is conducted about the administration policies and practice of a varied human power resource, hence to find out the suitable configuration mode which meets with the features of higher institutions in Daqing.
