从经济-文化角度讲,西部生态环境的建设和保护应在严格控制该地区现有人口规模的前提下,选择以下方法和途径:产业结构的调整应该做到绿色化、生态化、环保化;建立循环经济发展模式;搞巨型水利工程建设,以恢复和改善西部生态环境;提倡克制欲望节制需求的财富观和消费观;抛弃滥垦无度的小农思想,保护文化多样性和生态多样性。

For economy-culture visual angle, the construction and protection of ecological environment in the West must predicate on the strict control of the existing population in this area, and choose the following methods and ways: the adjustment of industries structure should be of greenization ecology and environment protection; circulatory economy development model should be built up; giant irrigation works should be completed to restore and improve the ecological environment in the West; fortune standpoint and consumption viewpoint“restrain desire and check demands” should be advocated; small-scale peasant economy by cultivating land indiscriminately should be abandoned; cultural diversification and ecological diversification should be safeguarded.
