浅谈对国际游资投机的监管

1997年5月开始的东南亚金融危机给一度生机勃勃的东南亚经济造成了沉重的打击。其中以索罗斯为代表的国际投资基金在这次危机中起到了关键的作用。因此对国际游资的恶性投资进行有效监管就成为当今国际社会尤其是金融机制薄弱的亚洲新兴国家所面临的一个重大课题。本文分析了进行此项监管的必要性和建立此监管机制所存在的一些困难,进而提出了对建立此监管机制的一些建议。

The Southeast Asian financial crisis which began at May 1997 has given a great impact on the countries of this area. During this crisis, the international investment founds with George Soros's Quantum Fund as the most famous one has played a key role. So how to regulate the vicious investment that come from the Hot-Money effectively become an important task before the world. This article attempt to analyze the necessities of this regulations and the difficulties to set up some kind of systems to resolve this problem, then, put forward some advice on it.
