The Practical Value and the Realization Ways of Democratic Administration Mode

民主行政模式是对传统行政理论的扬弃,是政治民主化发展的必然结果。相对于传统公共行政,新公共行政学派提出了民主行政理论,为公共行政确立了新的价值取向。民主行政理论成为20世纪70年代末至80年代初,世界范围内行政改革的理论基础和目标模式,而民主行政的实现根本途径在于建立参与型的行政决策机制,实行程序化、法制化的行政运行程序,实行非强制性的公共管理手段并推行竞争性的公共服务机制。

Relative to the traditional commonality administration, new commonality administration school advanced the democratic administration theory which established the new value tropism for the commonality administration. It is becoming the theory base and goal mode of administrational innovation in the world in late 70s and early 80s of the 20^(th),while the essential ways to the democratic administration are those constituting participant administrational decision-making system, putting procedural and jural administrational program into practice, carrying out non-compelling commonality administrational measure and pushing emulative commonality service system.
