委托代理关系视角下的农村公共物品供给

The Public Goods Supply in Village in the View of Principal-Agent Relation

在乡村社会的多重委托—代理关系下,由于农民作为委托人不能对政府行为进行有效地约束,形成了“供给主导”型的农村公共物品供给决策体制。这种体制客观上造成了农村公共物品供给和需求的错位。而要想实现公共物品的有效供给,则必须改变现行的农村公共物品供给决策体制,即由“供给主导型”向“需求主导型”转变。

Because the farmer as the client can not restrain the behavior of the government in village society,the'supply-oriented' system of public goods is coming into being. The system will result in maldisposition of supply and demand of public goods. In order to guarantee efficient supply of public goods, we must change the current system. That is, transferring'supply-oriented' system into'demand-oriented' system.
