Nonprofit Organization's Involvement in Social Security: Theoretical Explanation and Rout Selection

社会保障是现代国家最重要的社会经济制度之一。建立健全与经济发展水平相适应的社会保障体系,是经济社会协调发展的必然要求,是社会稳定和国家长治久安的重要保证。但是,在社会保障中市场及政府存在部分失灵,因此,非营利组织可以作为一种新的主体介入社会保障。非营利组织可以通过提高贫困人口的福利、提高社区福利、加强针对特殊人群(老人、下岗失业人口)的服务等路径介入社会保障。

Social security is one of the most important economic systems in modern country. To establish and strengthen social security system that matches economic development is an inevitable requirement of harmonious development of economy and society, and a guarantee to the stability of the nation. However, there exist partial market and government failure in social security. Therefore, nonprofit organization can participate in the social security system as a new player, by the means of improving the welfare of poor people, increasing community welfare, and strengthening services for special groups such as the old and the laid-off.
