国有企业和国有资产的融合,注定了产权的集权模式,因此,国企改革的下一个目标应该是资企分离。实现资企分离的最佳途径是按职能分化国有资产为社团资本,并通过建立资本经理人和企业经理人制度实现公有财产的私有化经营,通过对资本结构进行限制来保证企业的非私有制性质。

The coexistence of the national capital and the national enterprise, which destined the centralization of the property rights, should be abolished. The best way is to divide the state-owned capital into the community-owned capital, to achieve the private management of the public property by setting up the system of the capital and enterprise handlers, and to keep the non-private ownership character of the enterprise by limiting the share of a single private capital. In fact, the reconstruction of the stock company needs reforming the old employment system, because they are indispensable to each other.
