世界双边FTA的兴起与我国的对策

The Rise of Bilateral FTAs and China’s Countermeasures

通过商签双边自由贸易协定(双边FTA)推进一国或地区的经济贸易增长,已成为当今国际经贸发展的重要趋势。各国积极参与双边FTA不仅可以获得贸易创造等静态效应,还可以获得扩大市场规模、提升经济竞争力、吸引国外投资、改善贸易条件等动态效应。我国近两年来在参与双边FTA方面已经有了一个良好的开端,但是与国外发达国家相比,还有很大的差距。为进一步推进我国双边FTA的发展,应规划好参与双边FTA的总体战略,加强双边FTA的组织协调工作,确定商签双边FTA目标国顺序,加强政府宏观调控和驾驭经济的能力。

It has become an important trend in the current development of international economy and trade to advance economic and trade growth of a country or region by negotiating and signing bilateral free trade agreements (bilateral FTAs). By actively participating in bilateral FTAs countries can not only gain the static effects in trade creation, but also the dynamic effects in expanding market size, escalating economic competitiveness, absorbing foreign investment and improving terms of trade. China has made a good beginning in participating in bilateral FTAs in the last few years, but still lags well behind developed countries. In order to further develop China’s participation in bilateral FTAs, there is a need to make an overall plan for participating in bilateral FTAs, strengthen organization and coordination, determine the order of target nations with which to negotiate and sign FTAs, and enhance government capability of macro-regulation and economic control.
