摘要
针对宁夏回族自治区党委、政府所做出的“全区封山禁牧”、“三年完成退耕还林草任务,并实现宁南山区由以农为主到以牧为主的产业结构调整”,“发展县域经济”,“少生快富工程”等决定的重大战略举措,分析和提出了宁南山区可持续发展的战略决策,指出水资源的相对不足而又严重流失,是宁南山区经济社会发展的主要制约因素,也是宁南山区长期贫穷落后的主要根源。以水资源的可持续利用支持宁南山区经济社会的可持续发展应是必然的战略选择。
Aiming at many policies of sustainable development strategy in loess hilly-gully area of southern Ningxia which were made by local government and party committee,such as“enclosuring forbidding graze in mountain areas”,“developing county economics”etc.,the author pointed out that water resources deficiency and losses are the confined factor of economic and social development,as well as the poverty root-cause for a long time.Sustainable uses of water resources to back up the eco-social development is an infallible choice.
