摘要
“公共利益”虽然是个时常令人费解的、充满争议的概念,却无可置疑地成为公共行政领域的一个标志性价值。对于公共利益的论证,可取不同的视角。本文认为,从一种综合性伦理体系的角度,可以为公共利益及其实现提供完整的伦理论证和支持。
Though often a puzzling and controversial concept, “public interest” is undoubtedly a monumental value in public administration. Justification for public interest could be made from different perspectives. The present paper holds that only a comprehensive ethical system, properly constructed, can provide a full justification and support for public interest and its realization.
