On Yang Ru's foreign trategy and activity during Chinese Boxing Movement

在义和团运动时期的中俄交涉中,驻俄使臣杨儒面临的局势和任务异常复杂艰巨,其外交策略和活动亦占据重要地位。概而言之,杨儒的外交活动主要围绕两条线索展开,在每一条线索中他都有具体的策略和目的。一是在京津地区,杨儒建议首先谋求与俄国达成谅解,以促使其调停中国与其他列强的关系,争取及早议和、稳定国内局势;二是在东三省问题上,主张保路以保东省、保东省以保中国。

Yang Ru, a Chinese minster to Russia, confronted with an extreme difficult situation and complicated task during the Chinese Boxing Movement.His foreign strategy and activity played an important role in the negotiation between China and Russia.In a word,his foreign activity centered around two lines,of which he had a specific purpose and measure.On the issue of Beijing and Tianjin area,he suggested that China,above all,should attempt to come to an understanding with Russia so that Russia was willing to help China to improve its relations with other big powers,to reach agreement with them and stabilize the political situation within China.On the issue of Northeast provinces,he maintained that to protect roads was to protect East provinces and that to protect East provinces was to protect China. 
