布什主义与中美关系

Bushism and China-USA Relations

"布什主义"是人们对布什领导的美国国家安全战略的戏称。这种战略概括起来就是"先发制人、保持优势、单独行动"。美国在转变国际战略的同时,布什的对华政策也从克林顿时期的"战略合作伙伴关系"来了个180度的大转弯。台湾问题是中美关系的焦点,更是美国政府用来遏制中国发展的一张王牌,2004年6月以来,美国的对台政策或明或暗地发生了微妙变化。一方面扮演着离岸平衡手的角色,一方面不断给台湾发出各种错误的信号。中美关系目前正进入一种危险的境地。

Bushism is regarded generally as the National Security Strategy of the United States unveiled by US President George Bush. The central idea of the strategy is summarized as remaining absolute advantages in order to launch a preemptive strike and take unilateral action if threatened. USA's China policy has varied dramatically with the change of its international strategy. The strategic cooperative partnership with China during Clinton's administration has no longer existed. Taiwan Question, the focus of China-USA relations, has become its trump for the USA administration to hinder China's development. The USA's Taiwan policy has changed subtly. The USA government, on the one hand, is playing a role of intercessor between the central government of China and Taiwan, on the other hand is sending out various kinds of wrong signals to Taiwan constantly. Therefore, China-USA relations are slipping into a dangerous state.
