加强海洋灾害的科技工作 提高减灾水平

MARINE DISASTER REDUCTION AND SCIENCE AND TECHNOLOGY PROGRESS

减轻海洋灾害是一项复杂的自然—经济—社会系统工程,它必须依靠科学技术进步,树立科技减灾的战略观念。本文针对我国海洋灾害科技工作发展现状,提出了一些建议:(1)树立科技减灾的战略观念;(2)加强海洋灾害的监视、监测工作;(3)加强海洋灾害的预报、预警;(4)积极开展海洋灾害的科学研究工作;(5)加强海洋灾害的调查、评估和分析;(6)选择试点,开展减灾综合试验工作;(7)加强有关海洋灾害减灾、防灾、抗灾科技产品的开发;(8)加强科技减灾的宣传工作;(9)加强科技减灾的国际合作。

Marine disaster reduction is a complicated natural-economicrsocial system engineering. It must rely on the progress of science and technology. The thesis simply discusses the situation and characteristics of marine disaster in China. Based on the present situation of S&T work in marine disaster reduction, some suggestion are given. 1. Set up the strategic concept of natural disaster reduction through science and technology. 2. Reinforce marine disaster monitoring. 3. Strengthen marine disaster prediction and warning. 4. Strengthen the studies on science and technology of marine disaster. 5. Enhance investigation, evaluation and analysis ofma-rine disaster. 6. Set up several experiment sites to reduce disaster through science and technology. 7. Develop some products related to disaster reduction technology. 8. Publicize marine disaster reduction through science and technology. 9. Increase international exchange and cooperation of disaster reduction science and technology.
