生态城市规划的立法原则

The Legislative Principle for Ecological Urban Plan

所谓生态城市规划,就是以生态城市为理念进行城市规划,即运用生态学的原理,将城市作为一个整体的生态系统进行规划,因为城市中的自然过程、生态环境过程、经济过程、文化过程构成一个复杂的城市生态环境综合体,而这一城市生态环境综合体也遵循着生态系统的基本运行原理和规律。生态城市规划的立法原则包括以下几个方面:城市生态位最优化原则,城市发展的生态承载力原则,城市的生长性(演替性)原则,保护城市生物多样性原则,代内公平、代际公平原则,城市设计与自然结合的原则。
