次区域经济合作机制研究:一个边界效应的分析框架

The Research on Mechanism of Sub-regional Economic Cooperation: An Analyzing Framework from the View of Border-affect

次区域经济合作是二战以后伴随经济全球化和经济一体化而广泛出现的一种区域合作现象,这种区域合作是边境区经济行为体的互动过程,受国家边界的影响强烈。从边界的经济属性上分析,边界对次区域经济合作的影响可归纳为屏蔽效应和中介效应。总地看,国家资源的相对稀缺性和经济行为体对外部市场拓展的愿望使各国边界屏蔽效应向中介效应转化,这是一种趋势,会不断促进次区域经济合作的发展。其转化的动力机制来自于参与合作各方的中央政府、地方政府和企业。

The national borders have an extensive affect on sub-regional economic cooperation. To some extent, sub-regional economic cooperation depends on the affect of national borders. In this paper, the inner mechanism of this cooperation has been analyzed from the view of the border-affect. Based on the analysis of the economic properties of national border, the shield affect and agency affect to the sub-regional economic cooperation have been summed up, and the former can be transformed to the latter. At last, the author analyses the transforming mechanism and points that the central governments, local governments and enterprises are the dynamics of this transforming.
