提高农民收入水平,不能单纯靠基础、条件本来就相对弱势的农村经济自身,而需要尽量发挥城市对区域经济的“引擎”作用。通过快速、合理地推进城乡一体化,进而释放城市的资金、人才、技术、产业辐射力,优化农村经济结构,提升农产品价值,拓宽农民就业渠道,提高农民政治地位和强化对农民的公共服务等。所有这些是实现农民收入可持续增长的重要途经与方式。

To increase the income of farmers could not rely on weak rural economy itself, but bring into play of the leading role of urban economy. Rational and felicitously urban and rural integration can help attract funds, personnel and technique of cities to agricultural areas, and thus improve the rural economic condition; increase the value of farm-products, offer more jobs to farmers, and promote the political position of farmers, all of which are best ways to keep sustainable economic growth.
