摘要
介绍了外高桥二期2×900MW工程的简况、项目特点及面临的问题。针对各种问题,例如:在开工报告推迟批复等造成工期延误的情况下如何提高调试效率,确保机组按期投产;在参建各方缺乏经验,仪控与主机不配套等不利条件下如何提高调试质量,确保机组投产后的安全和稳定等,采取了一系列对策措施:采用冗余团队核查DCS图纸,提前发现和解决其设计问题,合理安排调试工序,满足优质高效调试目标,严格执行热控连锁保护校验卡制度等,有效地提高了机组的整体可靠性。对于外方,按照"尊重、依靠但不依赖"的原则,坚持以我为主,牢牢掌握调试主动权。对于2号机,采用提前充分暴露设备和系统的问题,快速完成初调试,用安全生产管理方法对待调试期间的跳机事件等措施,显著提高了机组的安全性。在夏季用电高峰期间,中止调试,以安全稳定的姿态参与电网调峰运行。而后又自我加压,提高调试标准,在2号机组上实现了FCB。
The conditions of the Waigaoqiao phase Ⅱ 2×900 MW project were briefly recommended focussing on its features and the problems existing in the project. For example as the approval of the application for the commencement of the erection work has been delayed, in order to ensure that the power plant will still be put into operation in time, there exists the problem of what measures should be used to enhance the efficiency of the commissioning test work. We were at the same time facing many unfavorable conditions such as the participating parties were all more or less inexperienced and that the metering and control devices did not match well with the main equipments, adequate strategies and measures have thus to be taken to enhance the quality of the commissioning work, being the prerequisite for the safe and stable operation of the plant after the commencement of the commercial running. By that time a redundancy team had been entrusted with the work of checking the DCS drawings to discover and solve the problems in the drawing beforehand. The commissioning work schedule has been reasonably worked out. The card verification system for the interlock protection of the thermal control was strictly executed. All these measures have effectively enhanced the integral reliability of the whole generating unit. As to the expatriate experts we respect them, and seek for their help all the times but we never rely on them. We insist we ourselves should remain the leader of the commissioning work and have the initiative when the commissioning work is being carried on. As to the No.2 generating unit measures have been taken to reveal thoroughly the problems occurring in the equipments and systems and to complete the initial commissioning work as quickly as possible. The trip occurring during the commissioning period was treated as an operation fault that has to be get rid of by the safe operation management. All these measures have significantly raised the reliability of the unit. During the summer peak load period the commissioning work was suspended and the unit was participating in the cycling operation of the grid stably and safely. And then the commissioning standard was further raised to put us under the pressure of performing the work much better. The FCB function was realized on the No.2 generating unit.
