近年,河南在研制省经济社会发展战略规划中,对涉及全省宏观决策的一些重大问题莫衷一是。本文试就生产力布局问题略陈管见。 一、河南优越的发展条件及其在全国经济布局中的战略地位 河南经济虽落后于东南沿海等省,但它在全国总体经济布局中的重要地位和作用仍不容忽视。这是由该省一些独具的优越发展条件所决定的。

Discusses several aspects,such as:superior development conditions of Henan province and its strategic position in the national economic distribution, the basic situation and strategic selection of Henan productivity distribution, and design of urban and rural development system. An unbalanced development strategy should be carried out in the provincial productivity distribution with four economic districts of east,west, north and south to be built, and an urban colony with Zhengzhou, Kaifeng and Xinxiang as center cities to be formed.
