摘要
“辞官下海”现象古已有之。中国在经历了80年代返城青年下海浪潮、90年代个体户下海浪潮之后,迎来了第三次下海浪潮——“辞官下海”的出现。如何理性地看待这一新现象,它产生的动因是什么,如何评价它的功过是非,以及在此基础上,应该做出怎样的理性对策?这对于我国当前正在进行的政府机构改革、干部人事制度改革乃至我国国民价值取向的重塑和整个社会主义市场经济体制改革,都具有重要的意义和作用。
The history of resignation to business has been very long. After the first wave of the youth back to cities going business in 80's and the second of the individuals in 90's, it has the third time of going business--resignation to business. We should consider how to view the new phenomena rationally and the reason of its coming, how to evaluate its advantage and disadvantage and how to make measures to it. It has very significance and function to us, such as, governmental reformance, the personnel reformance, even the reinvention of value orientation of citizens, and the reformance of the system of socialism market economy.
