农村基础教育融资机制研究

A Study of Financing Mechanisms for the Basic Education in Rural Areas

目前我国农村经济发展缓慢,农民收入低下的重要原因之一是公共财政农村基础教育资源供给的短缺。应从调整财政分配政策与投资结构入手,确保教育资源的供给满足农村基础教育事业发展的需要,切实解决农村基础教育资源配置的效率和公平问题。

Currently, one of the important reasons for slow development of rural economy is the basic education resources shortage supplied by public finance in rural areas. This paper analyzes the public goods characteristic of rural basic education, elaborates on issues of reasonable sharing between various levels of government for rural basic education investments, and puts forward some fiscal suggestions on establishing and perfecting funds security mechanisms for rural basic education.
