查新工作的成本分析与业务开拓

本文依据科技查新的新规则,通过相关查新机构的业务分析与总结,对开展查新工作的成本进行分析,提出将科技查新工作的内涵和外延进行扩展,并对扩展查新工作与查新标准进行对比分析,提出改变委托途径来保证查新工作的独立性与公正性,最后针对查新机构进入市场存在的问题,提出查新机构逐步适应市场的具体措施。

The paper is based on new rules of sci-technique literature evaluation.After consulting the analysis and conclusion of some corporation literature evaluation work,cost of literature evaluation is analyzed,and proposals are made that we should extend intension and extension of literature evaluation,make a contrast between them and change the entrusting way to guarantee the independency and justice of literature evaluation.At last the paper puts forward some concrete measures for the corporations aiming at eliminating the obstacles in the process of opening up market.
