On Position of Strategy in Investigation

在侦查工作中,谋略不仅必要,而且居于首要地位。但长期以来,在侦查实践中却未得到足够和应有的重视与体现。谋略贯穿于侦查活动的始终。应提倡运用谋略,积极主动地、有意识地、具体灵活地、创造性地运用。拥有谋略本领的根本途经是学习、实践的循环往复,积累与提高。

In Investigation, Strategy is not only necessary, urgent, but also of the first importance. However it hasn't been paid enough attention in investigation practice. Strategy should be used throughout the whole course of investigation. It should be advocated and applied in practice activily, intentionally and vividly. The basic way to master strategy is studing and practice ,constantly and gradually.
