Facing the challenge of the market economy system and the opening of retail trade, stateowned commerce enterprises of Zhejiang Province must deepen the property right system reformation and improve modern enterprise system by attracting more investors, cultivating commerce enterprises (groups) with competitiveness, optimizing the form of organization, improving corporate governance and deepening the reformation of personnel system and distribution system.
