Speeding up Tourism Legislation——Paper Two of Legislation Reflection Based on Tourism Resources Development in West China

开发旅游资源,发展旅游产业是西部地区在实施西部开发战略、调整产业结构中提出的新的产业政策。但是,由于我国旅游立法的严重滞后性,使西部地区在开发旅游资源的过程中出现了许多问题。加快旅游立法对于建立与发展西部旅游产业,规范与培育西部旅游市场,开发与保护西部旅游资源,保护游客权益及建立与完善我国旅游法律体系都具有重要意义。加大旅游立法的力度,加快旅游立法的进程是克服我国旅游立法滞后性缺陷的重要手段,也是"依法治旅"的法制前提和重要保障。

Development of tourism resources and industry are one of the new industrial policies in the implementation of the Development of West China and industrial restructuring. As tourism legislation was lagged far behind, many problems aroused in the process of tourism resources development. Speeding up tourism legislation is greatly important for developing tourism industry in West China, regulating and cultivating tourism market, developing and protecting tourism resources, protecting the interest of tourists and perfecting Chinese tourism legislative system. Strengthening and speeding up tourism legislation is a main means to overcome the backwardness of Chinese tourism legislation, is a legislative prerequisite and measure for the administration of tourism through law.
