摘要
阐述了高校人力资源开发与管理体制改革已经取得的成绩。指出了当前高校人力资源开发与管理工作中存在观念相对滞后,管理制度不规范,对人力资源开发与管理机制的研究不够三方面问题。提出了高校人力资源开发与管理机制创新的措施:即转变高校管理和服务部门职能,转变管理工作的思维方式和工作方法,做好人才引进、培养、使用工作和建立健全人力资源管理制度与管理干部队伍建设。
<Abstrcat> This article aims to illustrate the achievements made in personnel resources development and managing system in colleges and universities. It analyzes such three drawbacks as retarded concept, incomplete system and inadequate research in personnel resource development and managing system. The article meanwhile points out such resolutions to the problem as alteration in the management and service function, conception, and working methods. It also presents the counter-measures in absorbing, cultivating and exerting the talented.
