摘要
本文在考察规制政策、委托代理关系基本原理以及西方竞争性公用事业改革实践的基础上,认为委托代理关系应是我国竞争性公用事业改革的一个重要方向。
Based on an examination of the regulation policy, basic theories of entrusting relation and the reform practice of western countries’ competitive public utilities, this paper put forward a suggestion that entrusting relation will be an important way for our country’s competitive public reform.
