City is the economic and social center of a country or an area. Public expenditure is the guarantee to support such center’s activity. In terms of analyzing demand and supply of public goods and its supporting capital raising , the paper established a static equilibrium analysis method. Which sets population as variable, and applies the way of comparative static analysis, puts forward the equilibrium of comparative static and positive analysis of public expenditure as well as basic policies and suggestions.
