摘要
矿产资源的可耗竭性使得矿区的可持续发展看起来很难, 甚至是不可能的。但是, 矿区的发展是人类社会可持续发展的一个不可或缺的部分。世界各国, 特别是矿业发达国家, 在这个问题上都做出了很多努力, 有些方式和方法对于解决中国的“四矿”问题非常有帮助。文章认为, 矿区可持续发展的关键是要处理好矿产资源开发的收益。本文从最小化成本和最大化收益的角度, 系统地阐述了促进矿区可持续发展的方式、方法, 及相关保证。
The depletion character of mineral resource seems contradicts to sustainable development conception.Therefore,sustainable developemnt of mining community is a worldwide challenging issue.Globally,there are amany experiences on how to prompt the sustainable development of mining community,which are helpful to solve problems that beset Chinese Mining industry.This paper thinks the key issue in the sustainable development of mining community is how to use the benefits from mineral resource development.Therefore,with cost-effective idea in mind,it reviews those instruments and mechanisms that were proved effectively to realize the sustainable development of mining community.
