行政管理是国家对社会实行的管理,现代社会的管理离不开法制。行政组织需要以法确立,政府需要借助法律实施管理。只有依法行政,才能使国家行政管理机制运行畅通,提高行政效率,实现行政管理目标。依法行政要求行政机关及其工作人员无论是进行制定规范性文件的行政立法活动还是进行具体的行政执法、行政司法活动,都必须严格依法办事。

A country is managed through the executive administration and the modern society cannot keep the law away. The executive organizations are established on the basis of the law and the government controls its country with the help of the law. Only through the executive administration can a country run smoothly, improve its efficiency and make the executive aims come true. This requires all the organizations and officials act according to the law.
