核和辐射恐怖事件后果的防护及其防范

Prevention and counteracting of nuclear-and radiological-terrorist events

简述了国内外反核和辐射恐怖事件的现状,讨论了核和辐射恐怖事件的情景和防护、危机管理和后果管理的主要问题。分析了需要研究的主要问题。提出了加强反核和辐射恐怖事件的建议,其中主要是:建立防范核与辐射恐怖事件的法制基础;开展核设施和辐射装置的威胁评价;加强放射源的安全与保安;加强核材料和核设施保安;建立防范核与辐射恐怖事件的应急准备和响应体系,以及加强核与辐射应急管理的研究开发工作。

This paper is intended for providing a short description of the current state of preventing nuclear and/or radiological-terrorist activities both within China and abroad and, in addition to their scenario, addressing the primary issues in counteracting nuclear-and/or radiological-terrorist threats and managing crisis and consequences besides their scenario. Along with the main problems in need of study, the suggestions of how to reinforce the management of nuclear and/or radiological terrorist events are presented. Mainly included are the law infrastructure of planning for this form of terrorism, carrying out the threat assessment for nuclear facilities and devices, intensifying the safety and security of radioactive source, ensuring the security of nuclear materials and facilities, establishing the emergency preparedness and response system for preparing the acts of terrorism and expanding the research and development efforts to prevent nuclear-and radiological events.
