It's a complicated system project which concerns policies and intricacy legal velation, We cann't deal with it simply. We may draw lessons from the experience which Latin American countries have had during reforms of state-owned enterprises. We should push forward the reform and reorganization of state-owned enterprises with property rights system being the core.
