转型中的美国助学贷款制度——联邦直接学生贷款计划透视被引量：9

摘要一、问题的提出美国助学贷款体系是世界上最庞杂的,不仅贷款主体多元化,而且贷款形式多样化.上世纪90年代以前,银行在助学贷款发放与回收方面起着主导作用,许多学生贷款都是由政府提供担保的.传统上,联邦政府提供的助学贷款一般由商业银行负责回收.银行主要通过电话、信件等方式催促拖欠者还款.如果银行经过努力,仍然未能成功回收贷款,银行将从政府担保机构获得全部拖欠补偿.
