摘要
美英等国将大学校长的身份明确地定位于职业管理者,并且通过分配制度、遴选制度、退出制度等予以保障。中国大学校长的身份定位是学者兼管理者,这不适合中国高等教育事业发展的需要,必须将大学校长的身份明确地定位于职业管理者。国家教育行政主管部门应该在修改高等教育法时,明确界定大学校长的权利和义务,通过制度保障大学校长职业管理者身份定位的实现。
The status of university presidents in USA, UK and other countries is clearly identified as professional manager and such an identity is also guaranteed by the systems of allocation, selection and elimination. But university presidents in the mainland of China perform as both scholars and managers. Since such identity of the university president is not adapted to the current needs of reform and development of higher education in China, it is necessary to redefine the identity of the university president as professional manager, which is the inevitable choice of the historical development. Competent authorities for educational administration must clearly provide the legitimate rights and obligations of Chinese university presidents in the revision of the Chinese Higher Education Law. In addition, relevant systems should be established and improved to guarantee university presidents' identity as professional managers.
