Prospects of Oil/Gas Development in Turkmenistan

土库曼斯坦油气资源十分丰富。自1992年独立以来,该国一直实行“能源优先”的发展战略,近几年油气产量稳步增加。该国计划2003～2020年投资630亿美元发展石油天然气工业,其中256亿美元通过产品分成合同模式由外商直接投资;到2020年生产原油1亿吨,天然气2400亿立方米。土库曼斯坦石油天然气工业巨大的发展潜力为世界各国石油公司与土库曼斯坦开展油气合作提供了商机,而进一步巩固和扩大中土油气合作,对于中土两国都具有划时代的重要战略意义。为此,对中土油气合作提出六点建议。

Turkmenistan is endowed with rich oil and natural gas resources. Since it gained its independence in 1992, Turkmenistan has followed the development strategy of 'energy priority', and achieved steady increases in oil/ gas production over recent years. It plans to invest 63 billion US dollars in developing its oil/natural gas industry from 2003 to 2020 (25.6 billion FDI) to achieve an annual crude oil production of 100 million tons, and a natural gas production of 240 billion cubic meters, by 2020. The enormous potential for oil/natural gas development in Turkmenistan has opened up great opportunities for cooperation with oil companies the world over. The consolidation of the cooperation between China and Turkmenistan in oil/natural gas development is of strategic significance for the two countries. In the article, six suggestions have been set forth on their cooperation.
