Theory of Scientific Development and Chinese Higher Education

科学发展观为我国高等教育发展提供了新的机遇。本文认为把握机遇需抓好五个方面:一是全面协调好高等教育数量和质量的关系,把质量放在首位;二是全面协调好高等教育的结构,不断提高办学水准;三是全面协调好学科、校园布局,注重办学效益;四是协调好校、院、系的职权,适应建设学科团队要求;五是强调以人为本的高等教育发展观。

The theory of scientific development brings new opportunities of development for chinese higher education.This thesis presents a treatment in five respects.First,an elegant approprietness in the relationship between quantity and quality is to be maintained,whereas the latter is by far the more important.Second,a comprehensive coordination of the structure of higher education is to be ensured to increase the improvement of education continually.Third,a comprehensive corrdination of the overall disciplin are structure should be en hanced,whereas great importance is to be attached to the benefit.Forth,a comprehensive coordination of the power between the HE institutions and,their schools or departments is to be made in order to meet the requirements of constructing cross-disciplinary groups.Fifth,it is to be stressed that higher education management is to centre around the personnel.
