医疗社会保障是分散风险的有效机制,政府在其中责任重大。我国农村社会医疗保障问题由来已久,而且现实状况不容乐观。我国政府对于建立农村医疗社会保障体系负有重大而复杂的责任。在建立农村医疗社会保障体系的政策调整中,我国政府必须承担相应责任,发挥主导推进、兜底投入、协调发展的积极作用,并在观念转变、制度设计、财政投入以及法制健全等几个方面采取更加务实的态度和措施。

The medical social security is an effective risk-dispersing system, during which government plays an important role. The problems of rural medical social security in China last for a long time, and the practical situation is not so optimistic. Chinese government takes a great responsibility in establishing the rural medical security system. In its reformative adjustment, the government should undertake some responsibilities, bring the effective function of supporting, promoting and advancing the system into full play, and adopt more pragmatic attitude and measure in the switch of conception, the investment of finance, the perfection of legal system, etc.
