摘要
清末袁世凯集团的崛起与列强对华政策的演变有着十分密切的关系。列强为了在华利益,在甲午战后开始扶植袁世凯为首的北洋集团,这一过程大致可以从袁世凯新建陆军与任山东巡抚时期,任直隶总督与北洋大臣时期,宣统朝及辛亥革命时期这三个阶段来考察与说明。
There is a close relation between the emeging of Yuan Shikai clique and the evolvement of western countries’ policy on China.This process can be divided into three phases:Yuan Shikai in Shan Dong province,in Zhi Li province and in the period of Xinhai revolution.
