Barriers of Public Information Sharing and Its Countermeasure——Some Thoughts Aroused from the SARS Crisis

分析公共信息沟通障碍机理,提出消除沟通障碍的对策。认为只有最终消除公共管理中已存在的主观沟通障碍、客观沟通障碍和管理沟通障碍,方能有效避免公共信息危机的发生,减少政府决策失误,增强政府的控制力、决策力和适应力,实现社会的长治久安。

The SARS crisis burst out in Guangdong Province 2002 exposed a great deal of public information sharing obstacles. The paper analyzes the defects of the present public information sharing mechanism, brings forward four related countermeasures to remove the information barriers. For a long-term stability of the society, effective ways need to be sought to avoid information failure, decision-making misplaying and management maladjustment in the public crisis.
