麻类所改革与发展及其社会公益性的研究

Study on the Reform, Development and Commonweal Property of Institute of Bast Fiber Crops

本文通过总结麻类所40余年改革与发展的实践经验,证实了麻类科研的公益性、社会性等特点;分析了麻业发展因基本投入过低而面临的严峻困境,提出了重新审视麻类所定位问题、加大对农业科研投入以及“抓大不放小,扶强不欺弱”的新观点。对落实2005年中央农村工作会议和全国农业工作会议,具有重要的现实意义。

Based on the reform and developmental experiences in the past 40 odd years of Institute of Bast Fiber Crops(IBFC), the public and social properties of researches on bast fiber crops were further testified. The orientation and classification of IBFC were discussed and a new opinion calling for more support to research activities and institutes related to no-staple crops while putting more investment to agricultural researches was put forward after analyzing the severe challenge facing the bast fiber industry resulting from meager funding. It is of great practical significance to implement the resolution determined in the 2005 CPC Agricultural Meeting and 2005 National Agricultural Meeting.
