我国自然灾害造成的损失较为严重,因此灾害的管理越来越受到广泛重视.目前,灾害管理体制逐步健全,许多地区都建立了灾害管理体系.洪涝灾害作为自然灾害的一种,是重庆市主要自然灾害之一,每年带来巨大的经济损失和人员伤亡,严重制约着重庆市社会、经济的可持续发展.在研究的基础上,详细分析了重庆市洪涝灾害特点,总结了历年洪涝灾害情况及造成的损失,提出建立重庆市洪涝灾害管理系统,并对该系统作了详细分析.

Natural disaster happens in China seriously,so disaster management is more and more valued extensively.These days disaster manngement systerm is sound gradually in China and founded in many regions.The flooding disaster is one of the master natural calamity in Chongqing.It causes enormous economic losses and casualties every year,which restricts the sustainable development deeply of both in the society and the economy aspects of the city.Based on a large number of foundations studied,this text analyzes the traits of the floods particularly and summarizes the circumstance and the expense of the past years.Then in the end a disaster-managing system is built up and analyzed particularly aiming at the traits of the floods disaster.
