为了加快民族自治地方经济社会发展,制定一部民族自治地方非公有制企业盼望已久的比较全面、比较系统、利于操作的好的规章,是促进民族自治地方非公有制企业发展的有效措施。这就要求我们与时俱进,在借鉴发达地区先进经验的基础上,结合民族自治地方的实际情况,认真探索出一整套有利于促进民族自治地方非公有制经济发展的政策法规,进一步完善有中国特色的民族区域自治制度,促进民族自治地方经济繁荣。

In order to deepen the development of the economy in ethnic auctonomous areas,establishing overall and systematic rules and regulations for the non-public enterprises in ethnic autonomous areas is an eflective measure to promote the development of the non public enterprises in ethnic autonomous. So we should keep pace with the times and in the light of the actual situation in ethnic autonomous areas and establish a set of rules and regulations to promote the development of non-public sectors of economy in ethnic autonomous areas, so as to further improve the system of regional ethnic autonomy with Chinese characteristics and to promote economic prosperity in ethnic autonomous areas on the basis of learning from the advanced experience of developed regions.
