如何解决村干部报酬资金来源的问题已摆上政府的议事日程。本文从考察中国古代乡里制度历史沿革与农村社会稳定的关系入手,重点分析建国以来党和政府关于解决村干部待遇问题上一系列政策规定,试图探讨新时期解决村干部报酬的根本途径。

This paper points out that to carry out the system of villager autonomy, millions of village cadres will be out of thegovernment alignment and financial system, so how to solve the fund source of village cadres’ remuneration is listed high in the government’sagenda. It starts with the investigation of the relationship between the historical evolution of “Xiangli” System and rural social stabilityin the past, and then analyzes the series of the policies and regulations of the Party and the government on solving the village cadres’treatment since the foundation of China. It also proposes the essential way of solving the village cadres’ remuneration in the new time.
