国际科技合作中的知识产权管理研究

Study on Management of Intellectual Property Right in the International Science and Technology Cooperation

随着国际科技合作与交流的不断深入发展,知识产权问题日显突出。为此,科技部和国家知识产权局委托中国国际科学技术合作协会对国际科技合作中的知识产权问题进行专题调查研究。本文通过调研我国有关科技行政管理部门、科技计划管理单位、科研院所、大学、企业对国际科技合作中的知识产权管理的现状,对存在的问题进行了分析,介绍了国外对知识产权管理的一些值得借鉴的做法,并提出了加强国际科技合作中知识产权管理的政策建议。

Along with the in-depth development of international science and technology cooperation and exchange, more attention will be drawn towards the problem of intellectual property right. Therefore China Association for International Science and Technology Cooperation was required to make an investigation and study on the problem of intellectual property right(IPR) in international science and technology cooperation(ISTC)by the Department of International Cooperation of Science and Technology Ministry and State IPR Office. The paper investigates the present situation, existing problems of IPR management in ISTC of administrative departments, program management departments of science and technology, research institutes, universities and enterprises. The author analyses these problems and introduces practices in IPR management of foreign countries which are valuable for reference, and makes policy suggestions of strengthening IPR management in ISTC.
